Where does this part go? 1970 Firebird

Hello, my friend is restoring at 1970 Firebird.
The car has been in his garage apart for more than 10 years.
Now he cannot remember where this part goes. 
Any ideas?

I’ve been a 70 owner for close to 50 years.  I’ve had it completely apart a couple times and I am unfamiliar with this part.

Thanks for the responce.  Your right it does not go on a firebird.
There was some parts mixed up with a corvette in the shop and thats where it goes.
