Horn doesn't work

1977 TA ,horn has never worked for me. I will chase this problem then I give up and move on. The horn works if you run a jumper off the battery and I have gone through the steering column with new parts such as neutral switch, horn contact parts and turn signal switch and bearings. The horn never worked before and it still doesn't. I have battery power at the relay plug by the fuse box. When the relay is unplugged the wire to the horn is grounded, when the relay is plugged in, there is no power at the horn, nor is it grounded either, no matter  if you push the button inside or not. I think I have wires touching somewhere, but where? I have tried new relays to no avail. Thanks for looking at this.

If you already replaced all parts including the steering wheel button/parts, relay and you say the horn works when jumped, the issue is the hot wire either from the button to the relay or from the relay to the horn. to rule out the portion from the button to the relay, simply bush the horn button and you should hear (or test) the relay closes. If that portion checks out I would run a temp. wire from the relay to the horn to see if that fixes the issue.

The other thing to check is if the relay has power.

Thank you. The relay has power to it, so I will follow your tests. The wiring in these cars seems sloppy compared to modern vehicles for sure.

Update, I found  the horn actuator button in the steering column extension was not making contact, then I promptly crumbled the plastic bushing it sits in. Will order a new contact set from Ames, cheap fix but a lot of work!
